So once you get rid of all those pesky Dreamers, you could just have your army control the location that connects to the Royal Road, and no one would be able to travel to or from that arcana unless you let them? And maybe you wouldn't settle for controlling just a single arcana? Maybe your goal is to control the travel between all of them? I can see why someone might want to get rid of those Dreamers. They're like mobile holes than need to be patched.
