It really is an Inn. Anyone who can walk the Royal Road is invited to stay there. Most travelers, such as the folk we see here, only stay for short periods of time or visit occasionally. Only the people who participated in the gather quest in chapter 3 live there full-time. I should probably make that clearer in a future chapter.
